FREEZE!!

Freeze! You have been caught cold-handed!

Write your Elf's name on his badge and stick it to his chest.  Place your Elf inside the freezer with his suspect (another toy), making it look like he caught the sneaky intruder in the act of sneaking a treat! Put the handcuffs on the toy or in the Elf's hands. Make sure to include the ticket too!  Close the police line tape in the freezer door so that it is hanging out for the kids to see.
